La Pepa, a somewhat naive Constitution

Although if we talk about ingenuity in a Constitution, it would not be necessary to go back to la Pepa (1812) either. , it would suffice to read article 47 of the current 1978:

All Spaniards have the right to enjoy decent and adequate housing. The public powers will promote the necessary conditions and establish the pertinent norms to make this right effective, regulating the use of the land in accordance with the general interest to prevent speculation.

The Spanish Constitution of 1812, La Pepa , was promulgated by the Cortes Generales on March 19, 1812. It was our first Constitution and, although it proposed a liberal model, it managed to bring liberals and absolutists into agreement.
