How did the US acquire right to build a fortified naval base at Pearl Harbor?

In 1898, the United States annexed the Hawaiian Islands following a joint resolution of Congress. The resolution formally established Hawaii as a United States territory. As a result, the US acquired the right to establish a naval base at Pearl Harbor, located on the island of Oahu.

While Hawaii was initially governed as a territory, it later became a state in 1959, making Pearl Harbor a fortified US naval base within a state.
