Who is the villain in story Theseus and Minotaur?

In the Greek myth of Theseus and the Minotaur, the main antagonist or villain is King Minos of Crete. Minos is portrayed as a cruel and ruthless ruler who demands human sacrifices to appease the Minotaur, a monstrous creature with the head of a bull and the body of a man. King Minos forces the Athenians, who are under his control, to send seven young men and seven young women every year to be devoured by the Minotaur in the labyrinth beneath his palace. Theseus, a courageous Athenian hero, volunteers to go to Crete and face the Minotaur to put an end to this brutal practice.
