Why did Japan not develop a centralized government like

Japan did develop a centralized government, known as the Tokugawa shogunate, which lasted from 1603 to 1868. The Tokugawa shogunate was a military dictatorship, and the shogun was the de facto ruler of Japan, even though the emperor remained the nominal head of state. The shogunate was able to maintain control over Japan for over 250 years by using a combination of military force, political alliances, and economic control.
