Was the qing empire a sea-based empire?

The Qing Empire (1644-1912) was not a sea-based empire. It was a dominant land power in East Asia with its heartland in Manchuria. While the Qing did have a navy, it was primarily used for coastal defense and riverine warfare. The empire's main focus was on maintaining its control over its vast territories and protecting its borders, rather than expanding its influence through maritime trade or naval power.
