Why is Justinian considered the last roman emperor?

Justinian is not considered the last Roman Emperor. The fall of the Western Roman Empire occurred in 476 AD when the last Roman Emperor was overthrown by Odoacer. The Eastern Roman Empire continued to exist for another one thousand years until 1453 AD when Constantinople was captured by the Ottoman Turks. The emperor ruling at the time, Constantine XI Palaiologos, has been considered to be the last Roman Emperor.
