What might some civilizations not have been part of the neotholic revolution?

Inuit people: The Inuit people are believed to have been hunters and gatherers for the majority of their history.

Mentawai people: The Mentawai people of the Mentawai Islands continued to live a hunting and gathering lifestyle until very recently. It could be argued that the Mentawai remained in the Paleolithic era into the twentieth century.

Hadza people: The Hadza people of Tanzania are still in the Mesolithic era, practicing a way of life that has remained largely unchanged for thousands of years.
