Is a capital main city?

A capital is the seat of government of a country or state, and is usually a city. It does not have to be the largest or most populous city in the country, and in some cases may not even be a city at all. For example, the capital of Australia is Canberra, a city purpose built for the purpose. The capital city of a country is often, but not always, also its largest city. For example, London is both the capital city of the United Kingdom and its largest city. However, there are also cases where the capital city is not the largest city. For example, Washington, D.C. is the capital city of the United States, but New York City is its largest city.
