Why would it be incorrect to say that revolution caused German unification?

The unification of Germany in 1871 was primarily the result of the efforts of Otto von Bismarck, the Prussian statesman who negotiated a series of alliances and military victories that brought about the unification of the German states under Prussian leadership. While revolutionary movements did play a role in some of the events leading up to unification, they were not the primary cause of it.
